NEW INFRASTRUCTURE BUILD: FAMILY ALLOWANCES

The first of the social security builds has now been coded - family allowances. These are allowances paid by the state to families, keyed to the number of offspring; the bigger the family, the larger the allowance. The intention is to ensure that larger families do not end up below the poverty line, wherever it happens to be set for a given society. The consequence, of course, is that since the government is in effect paying for children, the overall fertility of the population increases. In practical terms, for each family allowance allocation, your working population will increase by 1%, up to a maximum of 10%.

If you build the maximum number of hospitals and allocate the maximum family allowances, this will push your workthings up by 15% - to 1,150. You will get an additional benefit because for every 100 workers above the base level of 1,000, you will gain a 1 point increase in the consumption of all consumer goods. This change is not instantaneous; it takes effect from the next reset.

The downside of this is that some of the builds to be implemented in the future can have a negative effect on your working population, and should it fall below the base level of 1,000 you will find that for every 100 workers below, consumption of consumer goods will drop by 1 point. But that's not something you need to worry about yet, so don't borrow trouble!
