CHANGE TO SLITHY-TO-GROAT TRANSFER RULES

Bella has just had to rewrite the code that handles the slithy-to-groat transfer facility, in order to allow Moguls to take full advantage of the transfer.

The code allows POs to convert 4 slithy toves into 10 meg, which is added to the planet's treasury, with the command 'TRANSFORM SLITHIES'. In other words, it's a way to get the funds for an extra build. The code has a limit which means you can only do this transfer once every month - otherwise, it would allow players to spend real-life riches to buy themselves up the ranks.

When Bella originally wrote this code, she keyed this limit to the player - one player could do one transfer in one month. But now that the Mogul rank is about to be implemented for players, that limit is too restrictive for those that have linked an extra planet into their system. So the rewritten code moves the limiting factor from the player to the planet - one planet can accept one transfer in one month.

Except that while rewriting the code, Bella decided to change the one-month limit to a two-week limit - so now it's one planet can accept one transfer every two weeks. And it's two weeks real time now, whereas before it only counted days where you actually logged on!
