BUILD FIXES

A couple of fixes have gone in to mend problems with builds. First, coal builds were intended to stop causing disaffection at Technological levels and above, because coal is no longer used to provide energy but instead is used as a raw material. However, despite the manual saying this was how they were supposed to work, they continued to cause dis at Techno level, as became obvious once the new 'DI DISAFFECTION' command was implemented. This has now been fixed so they work as intended.

The other problem was in the new floating city build. These were supposed to cause disaffection if you build nine or more, but the calculation wasn't working correctly. That's been fixed now, so too many floaters causes the right amount of unhappiness.

Also, the introduction of the new command to show the disaffection calculations threw up a few more problems which were fixed earlier in the week. I sent out a special bulletin about those fixes, but here's the information again.

1. People who had not yet built any extended surveillance builds were still getting 10 points knocked off their disaffection. This problem has been fixed as of today's reset, and as a result, many POs will see a sudden 10 point drop in their approval ratings, or a 10 point increase in their dis, as they lose the phantom surveillance points. You have been warned!

2. The display was recording the atmospheric control builds incorrectly, which accounted for some of the discrepancies seen between the disaffection rating shown on the planet display, and that shown with the new command.
