BLISH CITY BUG FIX

While I was incommunicado, there were a number of changes made to the Fed code, to fix bugs or improve life for the players.

First, Alan fixed a bug in the Blish city code. Cities were supposed to produce commodities which would appear in the stockpiles at reset, but instead of the figures being added to the stock they were added to the production - a much bigger benefit since the extra production points were cumulative each day until the problem was fixed.

Once the problem had been fixed, any planet which had received the extra production points continued to benefit from them, because they did not go away. They will remain until the planet advances and the exchange rerolls.
